Choose the Display Level

Open the image in question in Photoshop. Navigate to the top-left of the toolbar and click the magnifying glass to zoom in. Keep clicking the magnifying button, and stop when you see the percentage at the bottom showing “300%”.

Set the Image Noise

Head to the menu bar to find Filter > Noise > Reduce Noise

Once the Reduce Noise dialog box appears, check the box saying “Preview” to see the changes in real time. Now, adjust the following options as per your choice:

  1. Strength: This shows the degree of noise removal. For low-quality images, it should be set higher. To do so, drag the slider to the right.
  2. Preserve Details: Keeping it lower will make the image blur, but will also reduce noise.
  3. Sharpen Details: The low preserve details will be compromised here with this setting. This setting will impart clarity to the edges of your image.
  4. Ensure the box next to “Remove JPEG Artifacts” is checked.

Once all the changes shown in the preview are according to your wish, click OK to save this image.

Modify Large Areas

To make render different transitions smooth, you need to reduce mosquito noise and colorblocking in the large areas of your image. To do that, make the appropriate changes as listed below:

  • Zoom into your image until the colorblocks of the area you’re dealing with are clearly visible.
  • Choose the Eyedropper tool and select the color near the colorblocks which you want to wipe out.

  • Head to the brush tool and set its hardness to 10%, opacity to 40%, and flow to 100%.
  • Dab the brush over the colorblocks using one click-each time. Choose appropriate colors in between to match the shadows and highlights in the image.
  • Reduce the brush opacity to 10% while working on the transition areas, such as the area where your skin meets your eyebrows. This will make the color effect look natural

Work on Fine Details

Now head to the fine and important areas such as eyes, teeth, etc. It’s difficult to select one color for these areas with the help of the brush tool; you should use the clone/rubber stamp tool to get an exact match. Using this tool you can select an area of your image to literally stamp it over to some other area. All you need to do is:

  • Select the clone/rubber stamp tool from the toolbar simultaneously pressing the ALT key.

  • Choose an area immediately next to the colorblock you want to make changes to.
  • Select an appropriate brush size suiting the compression artifact. Set its hardness to 10 and 30%, and opacity to 30%. Again, use one-click dabs to stamp the blocks. Re-select the areas you want to be stamped frequently while moving across your image.
  • Lower the brush opacity for transition areas.

Whenever necessary, repeat the use of the aforementioned tools until you get the desired results. Working on fine details smartly is important to improve JPEG image quality using Photoshop.

Save Your New Image

All done, it’s time to save your new image. To do that, click Files > Save for Web & Devices. If you select “JPEG”, set its quality to a value between 80-100. If you want your image to be a PNG, then select “PNG-24”.
